National Calculus Test Certificate is designed and developed by the Indian Government, Department of Science and Technology, and it can be used as a certificate to verify that a person has passed the test of the Calculus. This certificate is valid for one year and it is issued in two parts, one for passing Part-I and the other one is for passing Part-II of the test. The certificate along with the pass mark is issued to the candidates passing Part-I and Part-II.

However, if the candidate fails to pass Part-I of the test, the candidate can immediately take the Part-II and apply for the certificate, but, if the candidate fails to pass the Part-II, he/she must wait for a period of one year to take the test again for Part-II. If the candidate fails to pass again, the result of the test will be treated as invalid.

Part-I of the test is written only in English, whereas Part-II of the test is in English and Hindi.

Below is the excerpts from a Q&A with Dr. Utomi on how the National Policy on Education has worked in Nigeria, and the steps that need to be taken by the states and the Federal Government to make it a reality.

How the National Policy on Education helped in the national discourse on education?

The primary reason why we needed the NP was to create an awareness of the issues surrounding education. We needed to have a national discussion on education so that we can have a foundation for subsequent generation. Let us be honest, no one had such a national debate on education, and so we needed a policy that could get us there.

How did you first start thinking about the NP?

It was after the VP’s speech in which he talked about the need to address education. It was also after I came back from the UN World Education Forum last year. We sat down together and I started thinking about what was wrong with education in Nigeria. I started to talk about it and we mapped out the process of what needed to be done. Also, we thought about what the principal’s role is, and what the role of the principals should be.

What are the five biggest challenges the NP faces?

The biggest challenge is that the Board of Trustees of the NP, that is the Federal Government, did not recognize the NP as it stands, thus many of the Boards are still sending correspondence to me, which they shouldn’t be doing, because the NP is coming from the Federal Government. They should ask the Federal Government for their reactions. I also found that the policy is not inclusive, though it is supposed to be. People without a special interest in education do not feel empowered to send letters to the Board. It’s about change, and we are beginning to get there. It will take time but we are moving.
